The EPWP spending focus over the medium term will be on creating work opportunities and providing training for unskilled, marginalised and unemployed people. Performance-based incentives to disburse funds to provinces, municipalities and nongovernmental organisations are based on said job creation. This entails incentivising eligible public bodies and nongovernmental organisations to increase job creation efforts in these sectors through the use of labour-intensive methods in line with the Expanded Public Works Programme's guidelines. Projects include municipal and provincial Expanded Public Works Programme projects for collecting refuse; beach cleaning; clearing alien vegetation; pothole or road mending; and painting of government buildings. These performance-based incentives have contributed to the Expanded Public Works Programme's overall performance of having created approximately 2,1 million work opportunities against a target of 2 million, and 595 000 full-time equivalents against a target of 833 000.
