Chairperson, I do believe that the moment that you talk about a developmental state, and obviously getting results from that concept, you must look forward. And then you must ask yourself what you will need to get to a developmental state.
We know that in the past many things have been done and there can be many arguments whether they were developmental or not, but I do not think that is the objective. I think one must look at the basic principles and say: "We must look forward and at what is required to develop into a developmental state. We must address those issues and forget about the past."
