Mr M M Swathe (DA) asked the Minister of Public Works:
1) (a) What number of persons has been employed into the Turnaround
Strategic Structure since 1 January 2012, (b) to what position was
each person appointed and (c) what (i) are the responsibilities and
(ii) is the remuneration of each specified person;
(2) whether the positions were advertised; if not, (a) why not and (b)
when were the appointments made; if so, (i) when and (ii) where;
(3) whether a certain person (name furnished) was appointed; if not, how
was this conclusion reached; if so, (a) to what position and (b) what
is his total remuneration;
(4) whether he has made use of any (a) consultants and (b) advisors since
assuming office; if not, why not; if so in each case, (i) for what
purpose, (ii) at what total cost and (iii)(aa) which specified persons
have been appointed and (bb) to what capacity was each specified
person appointed;
(5) whether any progress has been made since the appointment of the
turnaround team; if not, why not; if so, what progress?
REPLY:
The Minister of Public Works:

(b-c) See below.
i. M (Dhaya) Govender- Team Leader and Facilitator/Head of Business
Improvement Unit. Dhaya Govender was appointed the 01st July 2012 on
SL 15 on a 21 monthsâ contractâ additional to the establishment.
ii. Cox Mokgoro, Public Finance Specialist, was seconded on the 1st March
2012 to National Department of Public Works (NDPW) from IDT. DPW is
reimbursing Independent Development Trust (IDT). Mr Mokgoroâs monthly
remuneration at SL 15 for services rendered.
iii. Mr Thomas Moir, Public Finance Specialist was seconded on the 1st
March 2012 to NDPW from IDT. NDPW is reimbursing IDT for Mr Moirâs
monthly remuneration at SL 15 for services rendered.
iv. Mr Brendyn Meyer, CA / Finance Technical Specialist, was appointed on
the 1st July 2012 at SL 15 â additional to the establishment.
v. Mr Brian Shezi, Programme / Project Manager: Head of TA Programme
Management Office was appointed on the 01st October 2012 at SL13 on a
12 months contractâ additional to the establishment.
vi. Mr Lwazi Mahlangu, Monitoring & Evaluation (DPW) Seconded from within
NDPW.
vii. Mr Vuyo Bavuma, Stakeholder Communications Specialist, was seconded on
the 01st September 2012 to DPW from LAPHOTE Development. NDPW is
reimbursing LAPHOTE Development Mr. Bavuma monthly remuneration at SL
14 for services rendered.
viii. Mr Sibusiso Zondi , HR & Stakeholder Specialist, is seconded to DPW
from the Public Service Commission starting in January 2013. NDPW is
reimbursing PSC Mr. Zondiâs monthly remuneration at SL 12 for services
rendered.
ix. Ms Kenosi Selane, Property Finance Specialist, was appointed on the
1st December 2012 as additional to the establishment at SL 14.
x. Mr Mzwandile Sazona, Project Manager / Property Legal Specialist, was
appointed on the 5th December 2012 at SL13 additional to the
establishment.
xi. Mr Siphiwe Mathobela, Facilities Management Specialist/ PMTE
Specialist (Prestige; Limpopo & PMTE), free secondment from PRASA,
starting in 2013.
xii. Mr Jacob Mamabolo, Stakeholder / Change Management Specialist,
Secondment from Department of Home Affairs, starting in January 2012.
xiii. Ms Kgaugelo Mamabolo, Property Manager (Head of PMTE), Secondment
from STANLIB â negotiations still underway with STANLIB.
xiv. Mr Andy Tondi, Leasing & Property Investment Specialist, appointed at
SL15 as additional to the establishment starting on the 01 January
2012.
xv. Ms Inba Thumbiran, Supply Chain Management (SCM) Specialist, is
seconded to NDPW from CIDB. DPW is reimbursing CIBD Ms. Thumbiranâs
monthly remuneration at SL 14 for services rendered.
xvi. Mr Malindi Sakemetsi, Project Management is being appointedâ
additional to the establishment starting on the 01 January 2012.
xvii. Ms Kiyana Ntisana, Business Improvement Unit (Project Office)
Administrator/PA appointedâ additional to the establishment starting
on the 01 January 2012.
xviii. Ms Popo Lelala, Trainee Project Administrator, seconded from within
NDPW at SL11.
xix. Ms Talitha Setshedi, Trainee Project Administrator, seconded from
within NDPW at SL 12.
2) (a) No, the Department followed the Supply Chain Management (SCM)
procurement processes to source the required specialists for the
Turnaround, unfortunately no suitable service providers were found.
Due to the unsuccessful SCM processes the Department was advised by
the Department of Public Service and Administration (DPSA) to use the
provisions of Section 15.2 of the Public Service Act, 1994 [Act No.
103 of 1994], which provides for secondment arrangements with other
entities or government departments. Additionally, headhunting process
as provided for in the Public Service Recruitment strategy was used to
recruit individuals additional to the establishment.
3) Yes, the said person was appointed on a fixed-term contract, 1st July
2012 to 30th June 2013, additional to the establishment to be the Team
Leader and Facilitator of the Turnaround (Business Improvement Unit).
He is appointed at the level of a DDG on salary level 15.
4) Using the provisions of Section 15.2 of the Public Service Act the
services of Mr Nick Munday, the Strategy Development Specialist from
Hughes & Munday Consulting, were engaged to develop a 7 year
Transformation Plan for the Department to secure funding within Medium
Term Expenditure Framework (MTEF).
(ii) R165 300 for 01 month.
(iii) See above.
5) Yes,
⢠Turnaround Programme Management Office has been established.
⢠Project Management Approach has been developed and adopted.
⢠18 Key Stabilization Projects have been identified, project charters
have been developed for most, some have developed project plans, and
other projects are at the execution phase such as Immovable Asset
Register, Lease Review, Clean Audit, and SCM.
⢠Progress has been made in the recruitment of the Functional
Specialists and Project Managers.
⢠The kick-start plan has been developed and approved by Treasury
therefore securing the initial Turnaround funding for 2012/13.
⢠Significant progress has been made in developing the NDPW 7 year
Transformation Plan to secure funding within MTEF.
