Hon members, I wish to remind you that after the debate on the Second Reading of this Bill on Thursday, 12 March 2015, the Decision of Question on the Second Reading was postponed, as a vote showed that the majority of members were not present for a decision to be taken on the Bill.
I therefore put the question: Are there any objections to the Division of Revenue Bill being read a second time?
House Chair, the DA requests the opportunity to make a declaration because there was no declaration period when the Bill was put last week.
Hon member, Rule 78 provides that the postponed question is put without further debate. This Bill was subject to a full debate on 12 March. All political parties were given an opportunity to state their positions on the Bill during the course of that debate.
I am therefore not inclined to allow declarations of vote where a debate on the question has been concluded. Members are also reminded that in terms of Rule 81, the Presiding Officer has the discretion to allow declarations of vote. We will therefore proceed to put the question for decision. [Applause.]
