Chairperson, I move without notice:
That the Council -
1) notes the unacceptably high rate of vehicle accidents and killings on the roads, especially in public transport, and welcomes the initiatives by the government and the Minister of Transport to intensify road safety efforts and the call made by President Jacob Zuma that traffic rules should be enforced;
2) further notes that in sharp contrast with the government and the Minister's initiatives, the DA-controlled City of Cape Town still remains in default to employ proper traffic officers to enforce traffic laws and to be visible and on the roads 24 hours a day;
3) further notes that, for instance, in the City of Johannesburg, one or two traffic officers are on duty at every busy intersection throughout the city and elsewhere during peak hours, whereas in the City of Cape Town law enforcement officers are hardly ever visible or on duty and that instead, they are operating unidentified in unmarked or ghost vehicles and, at best, they set up speed traps occasionally;
4) acknowledges that motorists are increasingly violating traffic rules in the City of Cape Town and road violence in the City is on the rise; motor cyclists have no respect for traffic rules and other road users, and some of them behave like hooligans and use foul and abusive language towards motorists;
