I move without notice:
That the Council -
1) notes the call by the Cape Town tourism sector on the city's tourist attractions to accommodate and enable local people, especially the poor, to visit these attractions;
2) further notes that most of the people visiting the Cape Town city's tourist attractions are foreign tourists and affluent local people and that the poor, although they too have a desire to visit these landmark attractions such as Table Mountain, Robben Island and others, are systematically excluded and deprived by the exorbitant costs of excursions in the Western Cape;
3) further notes the need to enable the poor, as well as school children and pensioners, to access the tourist attractions; and 4) takes this opportunity to call on the City of Cape Town and the Western Cape MEC ...

for Arts and Culture to introduce a subsidy scheme for the poor so that they too are able to access the tourist attractions and to develop and introduce other innovative programmes and events to encourage school children and the youth to visit these attractions to gain knowledge and understanding of their history.
