The PAP's lack of legislative powers is also a major challenge. The PAP has made decisions, passed resolutions and made recommendations for the attention of the AU, its organs, and structures. However, the AU chooses whether to consider those issues, or not to. The PAP decisions therefore do not have a binding effect and cannot be enforced. The PAP cannot be effective. It becomes a talk shop because it is not taken seriously by the AU and its organs.
