384. Mr. D B Feldman (COPE-Gauteng) to ask the Minister of Public Works:
Whether his department has addressed the issue of information
technology (IT) and asset management successfully within the department;
if not, why not; if so (a) how has IT been upgraded to deal with the
current issues and (b) how successful has it been?

Reply
The Department has addressed the Information Technology system for
Asset Management through the inclusive Integrated Asset Management
System (IEworks), the Asset Register Module was signed of by the
Deputy Minister in October 2009 and presented during the budget vote
in May 2010. Over a billion rands has been paid through IEworks on
rates and taxes module to municipalities by both National and
Provincial Public Works.

95. Mr M P Sibande (ANC-Mpumalanga) to ask the Minister of Public Works:
(a) How many job opportunities will be created in each province by
phase 2 of the Extended Public Works Programme which is aimed at
creating 4.5 million jobs towards contributing to solve unemployment by
2014 and (b) how many of the 4.5 million job opportunities will be (i)
full time and (ii) temporary jobs? CO533E
Reply
(a) Cabinet approved the high level proposals for EPWP II in June 2008
and the Business Plan at the Lekgotla in January 2009, which included the
EPWP targets. According to this Business Plan, EPWP II would create
4.5 million work opportunities for poor and unemployed people in South
Africa so as to contribute to halving unemployment by 2014, through
the delivery of public and community services. The table below
indicates the work opportunities to be created, per Province, including
Municipal contributions. The contributions by provinces are included in
the overall EPWP target of 4,500 000 work opportunities by 2013/14.

The above figures exclude 640,000 work opportunities that will be
created by the Non- State sector and 771,557 work opportunities that
will be created by National Departments.
b) A work opportunity is paid work created for an individual on an EPWP
project for any period of time, within the employment conditions of the
code of good practice for special public works programmes.
The work opportunities created are of short and long term duration,
based on the project duration.
