All members of the PAP are therefore also members of their countries' national parliaments. This arrangement has a serious impact on the functioning and stability of the PAP. For instance, at times, there are competing events between the national parliaments and the PAP. Considering that the PAP members are assigned by their national parliaments, which also pay their salaries, the PAP does not have any direct control over its members. The PAP members can only attend the PAP events through the consent of their parliaments. Due to the dual membership of PAP members, the PAP has often struggled to get the necessary quorum to take certain decisions.
