The apparent lack of success in the parliamentarisation of regional integration is not surprising. The process will be gradual and will coexist with the extent to which belief in the rule of law exists and the extent to which the general improvement of the democratic quality in a given democratic space occurs. This, in turn, will require in Africa a continuous standardisation of the institutional balance between different elements of political architecture of the AU. Thus far, the evidence on the ground suggests that the PAP is institutionally, structurally and politically not yet at the point where it can assume full legislative function. As I mentioned earlier, the PAP does not yet have a continent-wide embrace and it does not have the adequate support personnel to enable it to operate effectively with full legislative powers.
