The Regional Commissioner agreed that the Judicial Inspectorate for Correctional Services (JICS) played an important role as far as reporting on deaths and gangsterism, ensuring the humane treatment of offenders, the diversion of juveniles and the addressing of the needs of unsentenced offenders. The New Kimberley Correctional Centre's Head of Centre reported however that officials felt that their conduct was reported on, and that their efforts at maintaining discipline were frustrated at times. There were also complaints that independent correctional centre visitors (ICCVs) were not performing and were compiling fraudulent reports.
