5. Given that rural development is the priority of government, the committee is concerned that the allocation seems very modest. However, the committee noted that there are budgets for land reform lying elsewhere in other national and provincial departments and municipalities. The committee's major concern regards coordination of all the departments to rally around rural development. With the current budget allocation, the committee could not establish whether it was feasible for the Department to scale up the CRDP beyond the small pilots already initiated and to reach the 160 sites announced by the President of the Country.
