4. OVERVIEW OF ALLOCATION ACROSS PROGRAMMES 1. The Administration programme provides the administrative, management, financial, information communication and technology, research, policy co- ordination and good governance support functions necessary for service delivery, good governance and accountability to oversight institutions. As in 2009/10 the programme has received the second largest allocation. The 14,66% increase in the allocation in the current financial year, and the increases in recent years are due mainly to the DCS' use of consultants for the provision of computerised systems, maintenance of information systems and for payment of legal, as well as internal and external audit services. As stated above, in the medium term growth in expenditure will be mainly for the implementation of the OSD, inflation- related salary adjustments and allocations for the Master Information System.
