Hon Chairperson, on behalf of the Western Cape, the province has decided to vote against the law because the new secretariat will essentially be a national function with provincial offices as opposed to the current Western Cape situation, where we have a completely independent body. The Independent Police Investigative Directorate Bill again provides for an organisation that will fall under the Police Minister and will be under the person's influence. We still believe that it should fall under Parliament.
