With regard to Denel's challenges, the Minister indicated that problems at Denel were very apparent. The DPE was receiving good co-operation from the Director-General of the Department of Defence and Military Veterans. Denel's success was dependent on penetrating foreign markets and state procurement. The Defence Review was due to be published and would address the question of sovereign needs. Equity partnerships, such as Carl Zeiss and Rheinmetal, were performing well. In the case of Denel Dynamics, the Department of Defence and Military Veterans was not willing to accept an equity partner in the missile industry. In terms of funding, National Treasury had raised some concerns and government had indicated that there would be no further recapitalisation for Denel, and that message was sent to all SOEs.
