[If the hon Minister Trevor Manuel, a senior leader of the ANC, has no confidence in his party's ability to govern and to deliver after so many years, what confidence can we, as the opposition, have that, firstly, all good intentions during submissions of excellent strategic plans of departments, annual reports, and so-called attainable goals that have been submitted for the umpteenth time, will ever be realised? With so many shortcomings, how can the indigents who have to be elevated above their poverty-stricken conditions be looked after? How can the unemployed be helped to acquire permanent skills? How can a growing economy make room for so many unemployed to earn an honest daily or monthly wage so that the dignity of a working father or mother putting food on their family's table could be celebrated once again?]
