Hon Minister, there are concerns among the public about whether or not steps have been taken, or can be taken, to ensure that a substantial reduction in MTRs actually benefits the consumers, for example, in ensuring that retail prices are not raised in time, and consumers are not charged for both incoming and outgoing calls, which would disadvantage prepaid and, therefore, mostly low-income customers. I did hear you say that you have suggested that there should be talks in this regard, but could you just clarify whether you have perhaps already done something that will ensure that we are on this path?
