Ms Dambuza reminded the meeting that Parliament was not an implementing agent. Instead, the province was the developer and the municipality was an implementing agent. The role of the Committee was to oversee whether appropriated funds were utilised efficiently and effectively, as well as monitor compliance with legislation (which included effective community participation). Ms Dambuza also raised a serious concern with the delegation's observation of litter at a nearby hall, while children played alongside it.
