There were about 32 000 families on the waiting list then for housing. This included about 15 000 families from informal settlements. However, with the current funding allocated, the City was only able to construct about 10 000 units per annum. A considerable portion of funding allocated to the City was utilised on the acquisition of land. The City had acquired two development corridors in proximity of the N1 and Blaauwberg area. At the time, there were no services available. Due to the shortage of land, the City was shifting its approach from single dwellings towards double or walk-up units. Funding to the value of R638 million would be dedicated to projects like PHP and CRUs, as well as the acquisition of land. In the informal settlement, the City was allocating services such as 1 to 5 families per toilet and 1 to 20 families for water supply. Due to the small plot size, it was initially decided that the units should be semi-detached. However, beneficiaries instead opted for narrow houses on single plots.
