It was reported that the Masero informal settlement was located on private farm land. Most of the residents were immigrants from Lesotho, arriving during the grape harvest season. The settlement did not have proper water connections and the existing water pipes were connected illegally. It was alleged that some of residents owned more than one shack, which they were leasing to others.
