It was reported that the project was started in 1988 and completed in 1990, i.e. during the time of the previous Bantu Administration. A total of fifty five houses were built, but were never transferred to beneficiaries. In addition, the houses were in a very poor condition, i.e. a state of deterioration. Challenges included leaking roofs, lack of flooring and ventilation. These units were not upgradeable, but required demolition and reconstruction.
