The province indicated that it regarded backyard dwellings as part of informal settlements. In this regard, a 50 m serviced sites were made available to build 40 m2 houses. However, the unavailability of well- located land was a significant challenge and required further attention. It was revealed that the provincial Department did not have a programme in place to address the issue of accessing land. However, a land audit was conducted on public and private land during 2006. It was suggested that the Housing Development Agency (HDA) should assist in land-related challenges, especially in acquiring prime land.
