In response, the provincial department indicated that the previous database did not include a link to the three spheres of government. Instead, only the national Department was able to access the database. At the time of the oversight, Knysna was the only region that implemented a sound database. Furthermore, the department indicated that accreditation was currently in process, and there was a need to capacitate municipalities. Level one and two accreditation would be finalised by the end of 2010, while level three accreditation would require approval from National Treasury. The Department acknowledged that the vision of the Housing 20/30 strategy aimed to assist municipalities that had capacity challenges, especially in rare skills.
