In his 2012 State of the Nation Address, President Zuma (the President) identified unemployment, poverty and inequality as the triple challenges that have to be addressed through growing the country's economy. The President went further and announced the launch of a campaign for building the infrastructure nationwide in order to grow the country's economy and create job opportunities. The Government would use the project management expertise gained during the 2010 Federation of International Football Association (FIFA) Soccer World Cup to make the infrastructure development project a success. The infrastructure plan would be driven and overseen by the Presidential Infrastructure Coordinating Commission (PICC), which was established in September 2011, bringing together the Deputy President, Ministers, Premiers and Metro Mayors under the leadership of the President.
