The delegation met at the Port St Johns local municipality town hall for a public meeting to discuss the issues of increased shark attacks on second beach. During discussions it emerged that due to a lack of funds, the O.R.Tambo DM could no longer employ the life guards at the beaches, as from 2005. The municipality then entered into an agreement with the Department of Roads and Transport (DoRT) for funding from 2008 to 2011 to fund the life guards at the beaches. This agreement did not last long, eventually failing because the DoRT did not honour the agreement and the service provider was not paid. The PSJ municipality has a total of eight beaches that require the services of life guards as these beaches are frequented by local as well as domestic and international tourists, especially during the holiday seasons.
