Investment and infrastructure do appear to lead economic growth in South Africa, both directly and indirectly. As the ANC, we would want this budget to continue to reverse the apartheid government mentality that used SOEs to mitigate against the implications of sanctions in the fuel and energy sectors. It used them to access arms via Denel and Armscor, and of course it secured employment for only one section of the population, which was called "Afrikanerdom". Chairperson, hon members, the budget directs SOEs, especially Transnet and Eskom, to implement major investment programmes. Minister, the ANC would want it to be orientated towards ensuring growth in the country too. The ANC, of course, welcomes the announcement by President Zuma in February, which will necessitate the reducing of port charges in order to reduce the cost of doing business. We hope that the distortions in the strategic port prices will be dealt with, if not phased out.
