I. The resort was in a state of collapse when the department intervened and appointed a new General Manager in 2010. An assignment to conduct policy business and policy review of Zithabiseni was done during the period of November to December 2010. II. The state of water pipe was not in good condition, asbestos pipes were used. The resort main entrance was unattractive. III. The state of workers was in disarray. The number of chalets that were functional was 45. The internal road was in a bad condition. The TV network signal was not functional including the TV sets which were outdated. The general appearance of the resort was not up to the expected standard. IV. In the financial year 2009/2011 the National Department of Tourism commissioned an amount of R30 million for the upgrade of chalets, internal roads and main entrance. V. The resort is sustained by the grant amounts received on yearly basis from the Mpumalanga Department of Economic Development, Environment and Tourism. VI. The Audit conducted for the year ended 31 March 2008, revealed plethora of challenges related to systems of internal control and good governance. The audit report made recommendations for the establishment and implementation of measures that will address the challenges. VII. A further forensic audit was conducted for the year ended 31 March 2009, and is in the possession of the Department. The report has been received by the resort and the necessary disciplinary steps had been taken.
