12.1.3 Independent Communications Authority of South Africa (ICASA) During the oversight visit to ICASA's regional Offices, the Committee noted the following: (i) ICASA's offices and services are inaccessible to the general public, in particular in previously disadvantaged areas, and there is no effort to utilise Thusong Service Centres, (ii) the postal sector is not adequately monitored as per its mandate, (iii) ICASA does not perform regulatory impact assessments (RIAs) when embarking on regulatory processes, and (iv) no adequate monitoring equipment or resources.
