5. Independent Communications Authority of South Africa (ICASA) ICASA was established in terms of the ICASA Act (2000). ICASA makes regulations and issues communications licences in terms of the Electronic Communications Act (2005) and Postal Service Act (1998). In addition, ICASA enforces compliance with rules and regulations, protects consumers from unfair business practices and poor quality services, hears and decides on disputes or complaints brought against licensees and also controls and manages the frequency spectrum.
