7. The NPA agreed that the discrepancies between the number of arrests, the number of cases enrolled and the number of criminal cases finalised is an area of concern. The NPA reports that on the issue of premature enrolment of investigations, there are policies in place but these are not being followed. The Committee does not understand why this is and requests that the NPA provide it, in writing, by 30 January 2013, with more information on the policies and the challenges that it is facing with their use. The Committee does agree that the NPA can play an important role in earlier stages before matters are enrolled and notes that, in the past, it has done so, working effectively as part of project teams with SAPS.
