4. Child Justice Act. The Committee is not satisfied overall with progress in implementing the Child Justice Act. The Committee is in possession of the second report on the implementation of the Child Justice Act, which was referred to it recently. It intends to focus on this matter in detail early next year, engaging with all stakeholders on the implementation of the Act. In addition, there have been a number of academic reports evaluating implementation of the Child Justice Act, which will form part of the Committee's enquiry. The Committee notes, in the meantime, the continued downward trend in the number of children who are being assisted in terms of the Act but is unclear as to why this is so or whether this is a positive development. The Committee notes too that the planned rollout of two One-Stop Child Justice Centres in 2011/12 did not take place, although four were planned for this year at a cost of R26 million. The Committee was told now that two were to be established in Klerksdorp and East London but was not informed of any scientific basis for the selection of these areas. It urges the Department to ensure that any new One-Stop Child Justice centres are placed in the areas where they will be of maximum benefit.
