5. Spending under the National Prosecuting Authority programme was largely on track. There was higher than expected spending under the Witness Protection subprogramme (at 25.9%) because of lease of vehicles for witness transportation; and the AFU subprogramme (at 29%) attributed to the appointment of two senior managers and consultancy fees. Under Goods and Services, spending was at 25.2% because of the Imperial Court settlement.
