Irregular expenditure amounting to R12 026 659 had been condoned in terms of the Financial Management of Parliament Act and the authority given to the Accounting Officer. This was done after it had been established that, in all instances, Parliament had benefitted from the goods or services procured, but that proper process as prescribed by the policies and procedures of the institution had not been followed. The procurement in this regard related mostly to instances where goods or services had been procured after the enabling contract with the service provider had expired. Parliament migrated from a procurement system to a supply chain management system to ensure that these instances did not reoccur.
