2. The pressure of a limited budget and other resource constraints led the Commission to review its strategic plan. The strategic plan encompasses the period 2012-2015, identifying the following five strategic outcome-orientated goals: . Improve the quality of complaints handling mechanism to enable greater access to and protection of rights, particularly by the most vulnerable. . Improve the quality of monitoring, evaluation of and reporting on the realisation of human rights by streamlining the monitoring, evaluation and reporting processes to effectively measure the realisation of human rights. . Inculcate a culture of human rights through human rights advocacy by developing and implementing an effective and efficient human rights advocacy plan. . Strengthen organisational efficiency to ensure the effective and efficient utilisation of human and financial resources. . Improve communication and stakeholder engagement by developing communication tools and key stakeholder relationships.
