2. Infrastructure spending. Last year the Committee reported that Department has struggled to spend its CAPEX budget because of DPW's inability to deliver on capital works' projects. The Department declared a 'savings' of R200 million but, fortunately, was able to reprioritise the funds. The Committee is also concerned that delays result in rapidly escalating costs (for example, delays are partially to blame for escalating project costs for additional accommodation at the Johannesburg High Court escalate from an initial tender estimate of R269 million to R345 million). Operational inefficiencies on the part of the Department of Public Works appear to be a contributing factor in the delays associated with these large projects. The Committee requests that the Department continues to brief it on spending and performance relating to the Department's capital works (CAPEX) programme at every quarterly meeting. The Committee requests, in addition, that the Department provide a report on the progress to date, with time frames, of its infrastructure projects by 19 July 2013.
