3. Reporting on policy indicators. Last year, the Department explained to the Committee that it had rationalised its 'policy indicators'. It argued that the complexity of policy indicators makes them especially difficult to manage within the annual performance planning framework. For this reason, the Department decided to track the progress of these indicators through EXCO. The relevant indicators would also continue to form part of the performance contracts of relevant senior managers. The relevant policy indicators presented, however, embrace many areas of keen interest to it and the Department's failure to include these in its plans makes it difficult for the Committee to monitor progress. An area of particular concern is the extent to which there has been progress in implementing the Seven-Point Plan, which emanated from the criminal justice system review/revamp. At present, the only related indicators that the Committee is able to track are quantitative and not qualitative, as they address the number of JCPS Cluster reports finalised and the number of Integrated Justice System (IJS) reports completed yearly.
