3. Although there are certain additions to the Vote's baseline, these are for specific items. Overall, the Department and NPA are already under considerable fiscal pressure. The concern is that there is very little remaining to trim (if anything). The NPA, for example, is so under- funded that every post that falls vacant becomes, in effect, an unfunded position that it cannot fill. The Committee is concerned that the constant pressure to trim may reach a stage where operational efficiency is undermined with adverse consequences for service delivery.
