1. The Committee is well aware of the broader economic context that informs government's present approach to spending. It understands the aim to reduce overall government spending to free up government resources to fund government's key priorities, particularly infrastructure spending. Departments are directed to implement cost saving measures. In the case of the Department, its baseline is reduced by R610 million over the medium term. The Committee is extremely concerned about the impact that these 'budget cuts' have on the effective and efficient delivery of justice services, especially in light of the integral role that the Department has in promoting safer communities, driving transformation and in building social cohesion. The Committee noted previously that the Office of the Auditor-General had observed that the worst performers in terms of predetermined objectives for this Vote (the Department, the NPA and the SIU) have also experienced the greatest budgetary pressure.
