3. Deliberations The Committee welcomed the strategic changes to be implemented by the Board and noted that this will bring about efficiency and effectiveness to the operations and outputs of the NYDA. However the Committee was concerned that the Board's vision lacked timeframes and did not adequately address the operational responsibilities of the NYDA with regards to human resources and interactions between the head office, provincial offices and branches. The Committee highlighted that the filling of all funded positions was critical for the attainment of the identified priorities. Furthermore, the Committee indicated that the NYDA should strive to have an increased focus on rural areas in their programmes.
