The downturn in the global economy and various domestic constraints are expected to curtail South Africa's economy initially, with growth anticipated to slow to around 3 per cent in 2009, before rising to 4.3 per cent by 2011. Revisions to tax policy and a shift in the budget balance allow for the expansion of the fiscus and support for government's priorities despite the slowdown in growth.
