19. The "recognizing" section of the Preamble of the Bill suggests that black children are more vulnerable to crime because of the legacy of apartheid. While supporting the Bill, the Democratic Alliance (DA) raised reservations about the reference to black children in this context. The majority in the Committee feels that this section of the Bill holds true for the present, but agreed that it may not necessarily be so in the future. An amendment was effected to this section of the Preamble to partly address the DA's concerns, and the Committee agreed that the section should be reviewed after 5 years to consider its continuing relevance.
