15. The Committee notes that the DSD has established 30 secure care facilities in all the provinces and has budgeted and planned to establish another 20. This is important as the Bill aims to divert children as far as possible away from the criminal justice system into the child care and protection system. In terms of Chapter 13 of the Children's Amendment Act, 2007, all secure care facilities and reform schools will become child and youth care centres, for awaiting-trial and sentenced children. The existing four reform schools and 17 "schools of industry", which are administered by the Department of Education at the moment, will be transferred to DSD within the next two years. The Committee notes that until this happens there might be challenges, and feels that the process should be fast-tracked.
