Speaker, the ANC went campaigning in Midvaal last Sunday, committed to taking back the local authority from the competent and efficient DA-governed municipality, but the people of Midvaal know their DA. They know that the DA-managed Midvaal economy grew by 15% year-on-year over the past decade. They know that in Midvaal the unemployment rate is one of the lowest nationwide, at 11%. They know that 92% of the residents of Midvaal live in formalised houses and that 98% of residents have access to clean drinking water.
In the ANC-governed Emfuleni Municipality next door, things are bleak. The unemployment rate is 59,3%. The Emfuleni council has never received an unqualified audit. In the ANC-governed Emfuleni, corruption is rife. In one instance, the ANC mayor sold council land to his friends at a discounted price. According to Statistics SA, Midvaal performs best on the provision of water and sanitation, with no backlogs at all. The municipal productivity index ranks Midvaal first in Gauteng and sixth in the country for its response to poverty. This is how the DA delivers in Midvaal. This is how the DA will deliver to the entire province of Gauteng after the 2014 elections. [Applause.]
