Mr M S F de Freitas (DA) asked the Minister of Transport:
(1) Whether, with reference to Fifaâs concerns on transport and related
issues at the Fifa Confederations Cup Tournament, an investigation or
study has been or will be done regarding this issue; if not, why not;
if so, (a) who will be involved and (b) which aspects will be
investigated or studied;
(2) how will his department ensure that any deficiencies do not occur at
the Fifa 2010 World Cup Tournament?

The Minister of Transport:
1) (a) and (b)
Yes, an investigation, in the form of a âFIFA 2009 Confederations Cup
Transport Observations and Feedbackâ debriefing report has been
conducted. The report was produced, after attendance and observations
were implemented at selected matches during the tournament. The
detailed report features the transport provisions made during the
event, what difficulties and challenges were experienced, and
recommendations for the 2010 Soccer World Cupâ¢. The report can be
viewed on the Department of Transportâs website:
www.transport.gov.za (under the link Special Projects).
The report provided an overall impression of the transport support
from a spectator viewpoint, with observers attending matches as
general spectators, with no pre-arranged, special transport. It does
not cover the FIFA Family/ Special Travel Groups transport operations,
as that was specially arranged and provided by the Local Organising
Committee.
The report covered the transport offering that was available
nationally and regionally, focusing on the following:-
⢠National coordination;
⢠aviation;
⢠national communications programme;
⢠rail (commuter and long distance), as provided by the Departmentâs
agency, the Passenger Rail Agency Of South Africa (PRASA); and
⢠on a regional level, the âGaurideâ service provided by the Gauteng
Department of Transport
On the Host City level, the observations were carried out covering the
following areas:-
â City transport serving strategy;
â local communications programme;
â event signage;
â Park and Ride (P & R) sites;
â P & R collection/drop-off points at stadia;
â on the ground workforce-drivers/volunteers;
â traffic management and security;
â incident management;
â post-match pick-up; and
â finances
(2) The main observations were carried out during the attendance of
selected games at each of the FCC venues (Rustenburg, Bloemfontein,
Johannesburg and Pretoria) by individual observers. Immediate
feedback and recommendations were given to the transport planners for
each of the venues and a more detailed set of observation notes was
prepared for each venue. All the observations were also shared with
all nine World Cup cities, as part of the transport sector debriefing
session, and have been used to influence the next level of transport
operational planning for the upcoming 2010 World Cupâ¢.
