(1) Whether any regulations have been announced that will make civil prosecution of non-payers of e-tolling fees possible; if not, why not; if so, what are the relevant details; (2) whether such regulations to make civil prosecution of non-payers possible are necessary; if not, why not; if so, what are the relevant details; (3) why did she not use her authority in terms of the amended section 58 of the South African National Roads Agency Limited and National Roads Act, Act 7 of 1998, to promulgate regulations on the criminal prosecution and penalties for non-payers of e-tolls; (4) whether, in terms of section 27(3)(a) of the South African National Roads Agency Limited and National Roads Act, Act 7 of 1998, she determined the e-tolling tariffs upon the recommendations of SANRAL; (5) whether she will disclose the document in which these recommendations are contained; if not, why not?
