99. Mr T D Harris (DA) to ask the Minister of Rural Development and Land
Reform:
1) Whether any budgetary framework has been developed for the re-opening
of land claims; if not, why not; if so, (a) why was this information
not provided to the Portfolio Committee on Rural Development and Land
Reform and (b) what amount has been budgeted for land restitution in
each of the next five years;
2) whether he has found that this is sufficient to meet the anticipated
demand for land restitution arising from the re-opening of land
claims; if not, why not; if so, what are the relevant details;
3) what is the amount required to finalise the backlog of existing claims
from the 1998 land claim window;
4) whether he has found that the affordability of this project makes it
unlikely to succeed in the short to medium term; if not, why not; if
so, what are the relevant details;
(5) whether he would make a statement on the matter?

THE MINISTER OF RURAL DEVELOPMENT AND LAND REFORM:
1) No. The re-opening of land claims is a policy of Government and shall
therefore be funded like all other programmes from the fiscus
(a),(b) Falls away

3) This amount cannot be determined in advance. The settlement of claims
depends on agreements between parties to a claim or orders of the
court, amongst other factors.
