Mr P Van Dalen (DA) asked the Minister of Transport:
Whether any of the services of the ferries that are operating from the
V&A Waterfront fall under the jurisdiction of his department; if not,
under whose jurisdiction does it fall; if so, (a) which services, (b)
under the jurisdiction of which entity and (c) what is the mandate of
his department in this regard?

REPLY:
The Minister of Transport:
The services of all ferries (and small vessels) in South Africa fall
under the jurisdiction of the Department of Transport.
(a) The services of the ferries are in the pleasure boat business.
(b) This falls under the jurisdiction of the South African Maritime
Authority (SAMSA), the maritime agency that reports to the Minister of
Transport. SAMSA:
⪠registers the services of these ferries;
⪠does surveys and inspections;
⪠ensures construction standards;
⪠ensures safety of life at sea and security; and
⪠assists in the prevention of pollution.
(c) The mandate of the Department of Transport in this regard is the:
⪠development of legislation and policies, and
⪠to oversee the implementation of regulations by SAMSA.
