392. Mrs E C van Lingen (DA-EC) to ask the Minister of Public Enterprises:
(1) Whether a certain person (name furnished) holds any position in
Alexkor; if so, (a) what position does he hold, (b) what processes were
followed in his appointment, (c) whom does he report to, (d) who approves
the decisions he executes, (e) by whom was he appointed and (f) what role
does he play in the (i) awarding and (ii) allocation of concessions in all
the possible phases for all (aa) land and (bb) shallow water concessions;
(2) whether he has the authority to split any of the production operations
of contractors in the shallow water contracts; if not, what is the position
in this regard; if so, what are the relevant details? CW498E
REPLY
(1) (a-f)(i-ii)(aa-bb) The person referred to in the question was appointed
by Alexkor on 16 June 1989 as Supervisor: Recovery. He was appointed to his
current position as Data Coordinator in the Marine Mining Department on the
11 December 2003, following an internal advertisement and appointment
process which involved the operational management and human resources
divisions of Alexkor as well as the unions. In the absence of a Marine
Manager (the position is currently vacant), he reports directly to the Mine
Manager. The Mine Manager oversees the Marine department. The Data
Coordinator plays no role in the allocation of concessions nor does he play
any role in the awarding of subcontracts to contractors in order to mine
the Alexkor concessions. He is responsible for providing information and
data with regards to the production history of the company and various
contractors.
The decision to award a contract to a contractor is made by the Tender
Committee of the Alexkor Board. Alexkor management and employees do not
have any authority to award contracts to mine the Alexkor concessions.
(2) No, the Data Coordinator does not have the authority to split any of
the production operation of the contractors. The contractors are allocated
a contract to work the concession which is approved by the Alexkor Board
Tender committee and not by management.
In the production activity the contractor has a prerogative to introduce
more than one production unit.
