26. Mr T E Chaane (ANC-NW) to ask the Minister of Police:
Whether his department has developed and implemented any measures and
strategies to achieve its strategic priorities to (a) strengthen national
and provincial management and (b) improve reporting and management
accountability; if not, (i) why not and (ii) what are his departmentâs
plans in this regard; if so, (aa) to what extent has his department
succeeded in achieving these priorities and (bb) what are the further
relevant details?

REPLY:
a) We are strengthening our national and provincial management through
the following strategic interventions:
a) (a) Training in the following areas:
⢠Frontline Service Delivery Improvement Programme for Station and
Cluster Commanders (Khaedu)
⢠Public Management Development Programme for Cluster Commanders - done
with the University of Pretoria
⢠Management Development Programmes at all levels which are offered at
the SAPS Academy, Paarl include: Station Management Learning
Programme; Middle Management Learning Programme; Executive Development
Learning Programme
⢠Practical Project Management Programme with the University of South
Africa which was rolled-out to 52 female Major Generals as a means to
equip them with the skills to transform ideas into projects, people
management (project teams), financial management, contract management,
and related fields.
b) We are also improving reporting and accountability through:
b) (b) Structured interactions such as:
⢠Scheduled operational planning and accounting meetings of the Board of
Commissioners;
⢠Scheduled management decision-making sessions of the National
Management Forum
⢠Operational Station, Provincial and National Crime Combating Forums
⢠Structured engagement sessions which involve the Minister, National,
Provincial, Cluster and Station Managers â Top 1500 Forum
⢠Institutionalising reward and consequence management
