286. Mr A Watson (DA-Mpumalanga) to ask the Minister of Police:
(1) Whether the building of the new police station at Tweefontein along
the R573 in Mpumalanga has been completed; if not, (a) why not, (b)
when did the work on the construction of this station commenced and
(c) what is the reason for this delay; if so, what are the relevant
details;
(2) (a) how much was originally budgeted for this project, (b) what is
the (i) total amount spent on this project to date, (ii) amount needed
to complete this project and (iii) amount spent on maintaining and/or
hiring temporary facilities, (c) what are the standing costs with
regard to the interest expended on the project to date and (d) when
will the building be opened as a fully functional police station;
(3) whether he will make a statement on the matter?

REPLY:
(1) No.
(1)(a) The construction is not complete due to poor performance of the
appointed contractor. The Department of Public Works placed the
contractor âin-moraâ (the contractor was put under terms) on 12
July 2010 and the contractor was given 10 days to react. The
contractor did not comply and the contract was then cancelled in
August 2010 by the Department of Public Works.
(1)(b) The project was handed over to the contractor for construction
on 4 April 2008 by the Department of Public Works.
(1)(c) The contractor performed very poorly and did not meet the time
frames set by the Department of Public Works and they therefore
cancelled the contract due to poor performance. The building is
approximately 80% completed based on the Project Execution Plan.
(2)(a) The original budget of the project was R 25 358 400-64
according to the needs assessment and the contract therefore was
awarded to TTR Building Contractors.
(2)(b)(i) The total amount spent up to date on the project is R 23 984
540-89.
(2)(b)(ii) The total amount to complete the project will only be
determined with the appointment of the new contractor by the
Department of Public Works.
(2)(b) (iii) No amount was spent on maintenance and/or hiring of
temporary facilities.
(2)(c) The estimated standing cost regarding the interest expended can
only be determined by the Department of Public Works as the
project is managed by them.
(2)(d) The opening of the building can only be determined once the new
contractor has been appointed and the final construction
programme has been presented. The Department of Public Works is
in the process of appointing a new contractor.
